The CCAAC and the Canadian Child Care Federation (CCCF) in an open letter urge the provincial Premiers - who are the leaders responsible for social programs - to develop a child care strategy. The Premiers will be meeting July 24-26, 2013 at a Council of the Federation meeting in Niagara-on-the-lake, Ontario.


Our recommendation is straight forward, as early childhood education and care is first and foremost a responsibility of the provinces/territories, the Premiers should use this opportunity to commit to a collaborative approach and concrete pan-Canadian strategy on early childhood education and care that respects provincial jurisdiction.


In response to the recent incidents and deaths of very young children in unregulated, sometimes illegal child care arrangements across Canada, we strongly believe that the provinces/territories must develop a plan that ensures all families and children have access to good quality programs that are safe and regulated by provincial/territorial governments and staffed by qualified early childhood educators.
