As you are aware, the federal government has decided to eliminate the Early Learning and Child Care (ELCC) agreement and instead, flow money directly to parents through the Universal Child Care Benefit. The expiration of the ELCC agreement on March 31, 2007 represents a loss to BC of more than $455 million in federal funding over the next three years. Obviously, this presents the province with a challenge.
