Summary

Emeritus Professor Eva Lloyd from the University of East London delivered this presentation on England's child care system at the Reimagining Care/Work Policies symposium entitled "Who owns child care? Who should own child care?" in Winnipeg on April 4, 2024. Professor Lloyd provides an overview of the early childhood education and care (ECEC) system in England, including the organization, roles and characteristics of the for-profit and non-profit sectors, funding structures and business models, and the impact of public funding. The growing dominance of for-profit ECEC and the effects thereof are also outlined, as well a call for creating guardrails and enacting reforms to save and support the child care system.
