Description 

The many benefits of early learning and child care (ELCC) —for children, families, communities, and the economy—have been thoroughly and widely documented. These benefits depend on ELCC being high quality. Federal, provincial, and territorial governments have committed to building high-quality early learning and care systems. In Alberta, the provincial government is responsible for regulating ELCC and therefore is obligated to oversee the quality of early learning and child care. This report describes the inter-related components and supports required for a system of high-quality ELCC, including priority actions needed to create it and the potential indicators for evaluating it.
