"As part of the preparations for the election and subsequent referendum, Landry laid out several policy themes in addition to sovereignty, including:

Full employment.
Access to health care with a commitment that every Quebec resident will have access to a family doctor 24 hours a day, 365 days a year by 2005.
Enrichment of the secondary school program.
An expansion of the $5-a-day child care program.
A battle against poverty.
An improvement of regional development.
A new environmental policy of water protection.
Modernization of government in Quebec."
