Excerpts from executive summary:

The European Council has made its Spring meetings the focal point for economic, social and environmental policy issues, in the light of the overall objective of ensuring sustainable development. The European Council in Barcelona will therefore review progress made and agree to the key priority areas for attention over the coming year. This report seeks to set the agenda for this meeting and sets child care as one of the key areas that will contribute to the long-term economic and social goals established by the Commission.
