Abstract:

This Policy Brief discusses the Child-focused or Community-based Education Management System, or C-EMIS, developed by Save the Children UK as a new approach to collecting and using data for planning and action. C-EMIS endeavours to include all children, both in and out of school, to provide a structure for data collecting at the very lowest level (from children on doorsteps) and to promote its use by local stakeholders.
