Description:

In order to assess the efficiency of the first year of implementation of the Preschool Excellence Initiative and to establish a baseline of data to inform
subsequent evaluations of the Initiative, the Department of Education and Early Childhood Development (DEECD) partnered with the Margaret and Wallace McCain Family Foundation (MWMFF) to fund a baseline evaluation study. A Management Team was established to include representatives of both the DEECD and the MWMFF.  Holland College and the University of Prince Edward Island (UPEI) collaborated in carrying out the evaluation.

Holland College was responsible for primary and secondary data collection and analysis; UPEI was
responsible for case studies on a sample of five centres.
