This Ontario Campaign 2000 working paper was developed in consultation with representatives from the fields of child care, family resource programs and public health.

The paper outlines the common vision and principles expressed by the working group participants as necessary for the achievement of a comprehensive system of Early Childhood Development services in Ontario. It also provides a snapshot of the current state of early childhood development services in Ontario and develops recommendations towards ensuring that a comprehensive system is available to all families and children in Ontario by 2004, as is recommended in the Early Years Report.
