Abstract:

This proposed model framework is a follow-up to the February 2000 report entitled "Ottawa should help build a national early childhood development system". The framework was developed in response to the 2000 federal Budget that committed Ottawa to convene a meeting with the provinces and territories in order to explore possible collaborative efforts around early childhood development. The proposed model framework calls upon the federal government to invest substantial new money in early childhood development and family supports. The funds would go to provinces and territories that would be expected, in turn, to lever additional dollars for investment in these areas. Receipt of federal dollars would involve compliance with a clear set of principles: comprehensiveness, universality, accessibility, quality and accountability. Governments would be required to develop annual plans and make public reports of their progress.
