In this chapter, Goodfellow first provides a brief sketch of what is known about human development and social capital building within the context of childcare provision. Next, Goodfellow constructs child care as a marketplace in order to reflect the current debates about childcare provision and contemplates what this might mean from a parent or consumer perspective. Finally, these understandings are used to identify possibilities with respect to who should provide and who should pay for the out of home care of young children who are of below school age.
