Highlights of Changes:

  1. Further information about the child care funding formula to indicate that based on CMSM/DSSAB feedback, as the child care sector continues to recover from the COVID19 pandemic, an updated formula will not be implemented for this 2022 funding to enable sector stability (see Section 3: Child Care Funding Approach – Child Care Funding Formula)
  2. Updates to the funding flexibility chart to display the added flexibility in Wage Enhancement funding, to add the Canada-Ontario Early Childhood Workforce Agreement, and to add the 2022 One-Time Transitional Grant (see Section 3: Child Care Funding Approach – Financial Flexibility)
  3. Updates to the targets section to note that the approach to targets may be revisited depending on the COVID-19 situation. The ELCC target has also been adjusted in 2022 to account for the increase in ELCC funding (see Section 3: Child Care Funding Approach – Service/Contractual Targets for Child Care)
  4. Revised administration expense description to include the administration threshold requirement that is new in 2022 (see Section 4: Child Care Core Service Delivery – Administration Expense)
  5. Updated language to indicate the Canada-Ontario Early Learning and Child Care Agreement (ELCC) has been extended for four additional years, from April 1, 2021 to March 31, 2025 (see Section 7: Canada-Ontario Early Learning and Child Care Agreement)
  6. New section on the Child Care and Early Years Workforce funding available under the Canada-Ontario Early Childhood Workforce Agreement (see Section 8 – Child Care and Early Years Workforce Funding)
  7. Revised Wage Enhancement parameters to include the increased funding flexibility for Wage Enhancement in 2022 (see Section 9: Child Care Wage Enhancement/Home Child Care Enhancement Grants (HCCEG)
  8. Addition of a new section to detail the funding parameters for the 2022 One-Time Transitional Grant (see Section 10: One-Time Transitional Grant)
  9. Updates to the approach on 2022 reporting to combine child care and EarlyON into one submission to increase efficiencies and reduce the number of individual submissions by CMSMs/DSSABs.
  10. Revisions to data reporting for virtual services for EarlyON, as well as new direction for ordering new EarlyON signage. (see Section 11: EarlyON Child and Family Centres and Section 16: Data Reporting)
  11. Revision to CBCP to reflect new deadline for audit and attestation form (see Section 14: Supporting Programs and Services)
  12. Revised EarlyON administration parameters to include increased flexibility to use unused administration funding on child care administration (see Section 15: EarlyON Child and Family Centres – Eligible Expenses)
  13. Revisions to the Child Care Funding Formula Technical Paper to reflect the funding approach for 2022 (see Appendix E)
