Child care expansion in BC: Implementation roles and responsibilities

Description 

This paper proposes that child care expansion in BC be planned and managed by school districts. A district-led model would replace the current approach — unplanned, grant-based, and market-driven — and align expansion with the BC government’s commitment to an integrated early learning and child care (ELCC) and K–12 system.
