Prime Minister John Howard says federal government childcare policies are a reflection of his own personal views that children are best cared for at home.

"Well I tell you what, I very, very strongly support those men and women who believe that the best childcare is that provided by a parent," Mr Howard said.
"It happens to be my personal view, my own personal, very strong view and a lot of our policies have reflected it."
His comments came in the lead-up to the Council of Australian Governments (COAG) meeting in Canberra where Victorian Premier Steve Bracks is set to call on the prime minister to help fund an extra 3,000 childcare places in Victoria.
