Under the CWELCC Agreement, the Province committed to expanding access to child care by creating 23,000 additional not-for-profit spaces for children under seven by March 31, 2026 as well as ensuring equitable access to child‑care spaces for children requiring individualized supports.
This audit found the Department of Education and Early Childhood Learning (the Department):
- Had taken steps to create new spaces but was unlikely to meet the 23,000‑space target.
- Lacked sufficient data on demand, waitlists, and space closures.
- Had not used forecasting to assess how child care demand may evolve over time.
- Provided inclusion supports, but barriers could delay timely access for children with additional needs.
This report includes seven recommendations aimed at strengthening planning, data, and oversight so that child care funding translates into meaningful and equitable access for Manitoba families.
